This drive me crazy.
Microsoft support, like always in my case, was not able to fix the issue.
My screen is jumping (Dell laptop, 1/2 year old, touch screen)
From time to time, there is a "circle" who increase/decrease in size and the screen is zooming in and out
I have a video of issue but it can not be loaded...
Removed Mouse, issue remain
Reinstalled Windows, issue remain
It appear after Windows 10 update

Not sure where this is on Windows 10, but search for "magnifier" in the Ease of Access options in the Control panel and make sure that it's OFF.

Is it a constant problem, or something that happens under specific conditions, for example when the laptop has been moved from one location to another?
If a change of environment is significant enough to form condensation on the touchscreen or touchpad then that could be one possible cause.
If you use isopropyl wipes or similar to clean your laptop then possibly the residue from the cleaning fluid could have a similar effect.
Can you capture a still from the video of it happening and upload that? Use .jpeg please, not .png (firewalls, etc tend to block embedded .png images).
Or failing that, upload the video on a fileshare service and post a link to it.
