My flashbar keeps flashing blue every 2 or 3 seconds and it's driving me nuts!! I've tried closing out all the system tray icons, that didn't work. I tried using Windows standard theme, but that didn't work either.

you mean Taskbar keep flashing or flashbar keep flashing. What is Flashbar ?

The bar at the bottom of the screen(the one that has the start button and the system tray) keeps flashing.
I'm pretty sure it's called a taskbar??

Run TweakUI, "General" tab, check the box, "Prevent applications from
stealing focus", uncheck "Flash taskbar button until I click on it",
"Apply", "OK"

Your windows probably infected with virus. Scan your computer harddisk with latest updated antivirus from another clean computer to see if it helps. (NOTE : you cannot scan from a virus infected computer)
Some Information that I should have given earlier:
OS: Windows Vista X64 Home Premium
System Model: HP Pavillion dv4 Notebook PC
Processor: Intel(R) Core(TM)2 Duo CPU T6400@2GHz
Display: Mobile Intel(R) 4Series Express ChipSet Family
Just to clear things up: it's not the taskbar that's flashing, it's a blue strip thing that keep's flashing at the bottom of the screen. I should have specified that earlier.
I tried running a diagnostic start-up with all the start-up programs disabled, yet the flashing still continued. Here's a video I uploaded of the "flashing blue strip":
