Question How Can I Make Windows 7 Remember Window Positions and Views?

I am new to Windows - A long-time Mac user - so I do not know how to get one simple feature working. I didn't realize how important a feature it is until I lost it.

On my Mac, whenever I open a window, it opens in the same position on screen, at the same size and with the same view settings as the last time that I closed it.

On this Windows 7 PC that is not true, at all. None of those 3 features are remembered. The size and position of the last window is remembered, but not the view settings.
The view settings are always the same - "Details."
The position is is the same as the last window, but if one window is already open, it cascades the newest one.
The size is the same as the last one too.

What's the point of this? Nevermind, I don't need to know that. I would LOVE to know how to stop this and get some logic going here.

    Thanks

I am not talking about a program operating ON Windows, I am talking about the OS itself, Windows 7.

On my computers the OS view (called the Desktop) occupies the entire screen. Open applications are either minimized or not. If an open application is minimized it appears on the taskbar at the bottom of the screen.

If an open application is not minimized, it may be maximized. In the maximized state it usually occupies the entire screen with the exception of the taskbar.

If an open application is neither minimized nor maximized, it will usually occupy a rectangular area on the Desktop. The size, shape, and position of the rectangle is under user control.

If an open application does not occupy a rectangular area, it may be hidden, but still open and running (like virus scanners).

Thanks for putting so much effort into your reply, but I am not talking about those points. Please see the attachment for what I hope to be more clarity: Windows-Sucks-at-Window-Management.jpg
