Rounding up or down based on criteria

In the attached file on the Resources tab, YELLOW row 6, I need a formula that looks at row 5 above and determines the amount of projects being done, then looks at the Variables tab row 5 to determine how many DTs are required for the # of projects.

Criteria for projects:

If 0 projects, than 0 DTs Teams
If 1-2 projects, than 1 DT
If 3 or more projects, than 1 DT per 2 projects & needs to round up to a whole number, BUT should round down depending on amount of projects (ie 5 projects should = 2 DTs meaning round down as you'd need 6 projects to round up to 3 DTs)

Hang on, this doesnt make sense.

In the first paragraph you say the number of DTs required is calculated by looking at the Variables tab.

But in the latter part of your description you say the DTs are calculated based on the number of projects.

So which is it, it can't be both.

what answers do you expect??
