I was told that there is no such thing as a silly question so here goes.
What is a date picker?
There is no datepicker available in the more recent versions of Excel.
A datepicker is a little calendar that pops up allowing you to search for and select a date to enter into a drop-down box in a cell or on a form.

For backward and forward compatibility. I'd recommend using custom calendar code rather than using date picker.
These will travel with workbook (macro enabled or binary format) and does not require user install the control. And compatible with 32/64 bit install.
