trying to work with Auto color change and drop down list

Hi!

I'm trying to do multiple things using auto color change and drop down list but I been banging my head around but can't get the answer how to make it work.

Anything you can suggest I'll highly appreciate it

1. Drop down pick the right data base on the date and change the color of another cell.
2. if drop down contains "OFF" change the color of other cell.
