I need to regorganise the table based on the pack no. in a row of maximum 5 items.
The file is attched.
I am using Excel 2016.

I am not reached the stage to write code and do the conversion.

Time to learn a new trick, then. Excel 2016 has PowerQuery - learn to use it.
You did not specify that it had to be a formula solution. I don't have time today to build a formula solution for you - sorry.

Thanks for your suggestion to learn power query.I brushed up power query and used your code and I go the solution.
However , when I changed the data( by inreasing or decreasing the pack Nos) the error is happening. I understand the issue is due to structure of the final table.
If we can provide a final table dtrucure as below, then this can be solved.
Pack No: Item 1 KG 1 Item 2 KG 2 Item 3 KG 3 Item 4 KG 4 Item 5 KG 5
Please advice me how to do modification in the m code to get the above table structure.

Requirement
Combine table in sheet1 & Table in Sheet2 & to get file in Sheet3 format.
Issues
When the data changes in tables in sheet2 & sheet3, the format changes with so many columns. How to resolve this.
If no. of items& qty are not even to fill up to last columns, the final sheet shows error that last colmn is missing. How to resolve this.
The ile is attached.

Sorry - not clear what you want. You mention changing the table on sheet 3, but that's the results table.
I have no time to look at this at the moment - sorry.

I read you are suggested to use Power Query.
Since you did not know that (Power Query), it also can be done with copy, paste the new data below sheet 1.
