You're posting this in the Office 365 thread, yet your version says Excel 2007 / 2010 so I'm not sure if this will work for you. But if you are using O365, then this formula will give you want you want:
=TEXTJOIN(", ",TRUE,FILTER($C$3:$C$8,$B$3:$B$8=B3))
(put this in cell D3 and copy it down)

I am using MS Office 2010. Error shown at "Filter" in the formula.

Right, unfortunately you don't have access to FILTER until O365, which gives you a great solution. Since you don't have O365, I'd recommend not posting under the "Office 365" Forum category and post this under a different Forum category, like "Excel Formulas & Functions".
