There are some tickboxes under "File / Options / Trust Centre / Trust Centre Settings / Protected View" you can change.

I'm not 100% sure. I switched them off on mine just now, downloaded a file from this form that I'd not looked at before and it opened without the message, so appears to be usercentric rather than filecentric..
