On the assumption that the expected answer is 4 (you didn't specify expected answers... or attach a sample sheet):
=SUMPRODUCT(($A$3:$A$6="J")*($B$3:$C$6>0))

If I only want to count the visit times in January 2021, how could the formula be?
The answer should be 1.
Then:
=SUMPRODUCT(($A$3:$A$6="J")*(MONTH($B$3:$C$6)=1))
where 1 defines January, 2 would define Feb, etc, etc.

One more question, how about the range of date is very big, i.e., from 2009 to 2025? How can I solve the problem?
