Filter with re arranged columns and rows

Hi all,
I've been using the folllowing formula ;

Index(range, {Rows to return},sequence(,,columns( range)))

This works and brings back the re arranged rows and the columns in the range.#
The problem is when I try to filter, I keep getting Calc error. If I have all the rows it all seems to work; so a formula like this

FILTER(INDEX(range,SEQUENCE(ROWS(all rows)),SEQUENCE(,COLUMNS(all columns))),columns to filter on="criteria")

I've attached a file and any help as to why I can't filter on the rearranged rows would be a help. I can filter on re arranged columns so don't see whey not.

the order of rows is really irrelevant, I'm trying to figure a way to filter the rows after having rearranged them, if I re arrange rows I can filter on coluns and if I re arrange columns I can filter on rows . what I'm trying to do is figure a way to re arrange and then filter .
If you want it dynamic you can nest a match function but it's not relevant to the problem.

I'll try it tomorrow, but it looks promising. I have found a way around the problem and that is to change the syntax to;
Index(filter(range, criteria), { rows to return}, sequence(columns(, column range). Which does return what I was after.
