Power Pivot Relationship not Working?

I seem to having troubles with what I think is a straight forward relationship.

I have 3 tables listed below. A Company, GSS, and Data table. And I have a 1 to many relationship between the GSS and Company and 1 to many between the GSS and Data. ie, the GSS table is connecting the other 2 together.

If I make a pivot table with the just Data table and use the GSS Code and Value, it returns the correct results.

But when I swap out the GSS code for the Company name, it does not work, doing a full outer join on everything?

Is there something I possible missing? I did confirm and GSS code in all tables is setup as a text field as well. And I think (although not necessary) I have them all the same column name as well.

EDIT. I stripped down a sample file attached if someone wants to look. Is my understanding of how the relationships work incorrect? I can't figure out why this wouldn't work.
