If you are in a Microsoft Exchange system and you send an email to a user in the same system, you can request a Recall. However, the user may refuse the recall.
If you are not in this situation, it is not possible. Internet mail standards are not designed for that.

I wasn't aware of the "recall letter" function. I have read more about this feature - it is a pity that it only works for Exchange mail and not for external services. In this case it is better to set a delay so that you can change the message while it is in the Outbox folder.
The Internet mail standard is very simple and was designed early on with the idea that it would be used between system administrators, without the need for security, delivery receipts, or other fancy features. All mail features that have been added, like certs and encryption, are wraparounds to the standard and must be supported by mail clients on both ends.
In the case of the recall, it is a Microsoft feature, not an SMTP feature. Even with Exchange, the recipient can ignore the recall request and read the mail anyway. If the recipient opens and accepts the recall notice then the corresponding email is deleted. So it still works on the honor system--the sender does not have absolute control.
I have set my Outlook settings configured to not send mail unless I click Send/Receive (or hit F9). (The default is to send immediately.) This gives a "regret window." The problem with this is that the mail will sit in your Outbox and you might forget to send it. (I have a macro that reminds me every 30 seconds if anything is sitting in the Outbox.)
