IF Formula doesn't work with referenced value

I have a cell with 2 tabs. The 2nd tab refers back to the first tab to fill in cells.

Formulas in the 2nd tab the include cells filled in with a formula / value referencing back to the first tab don't work.

For the attached:
Cell B18 of the Fees Tab is =Payroll!B18 (i.e. the Cell B18 of the 2nd tab is referencing cell B18 of the first tab)
The value is "Jones, Kevin"
Then I have a formula: =IF(B18="Jones, Kevin", 574.11, 0)
The value comes up as zero

If I TYPE IN the name "Jones, Kevin" into cell B18 (of the 2nd tab), the proper result displays. How do I get the proper result to display when the referenced cell, references another cell?

You have a space after the name on the payroll tab, which is why your formula doesn't work.
