Pre-Populate List with Dynamic Formula Value (Data Validation)

Hi,

Putting together a model for work and want to have a list showing either "Billable" or "Non-Billable" for a given row.
For 95% of the time, it'll be "Billable", so I don't want the user to have to populate it each time. But also for aesthetics, I dont want to pre-populate w/ the billable option either.

Is it possible to for the list to populate "_" if cell F10 is "_", populate "Billable" if cell F10 isn't "_", but then also have it be a dropdown list so that even though a formula may populate to "Billable" the user can still select "Non-Billable" for that cell

I would need this to work accordingly for each row, 11, 12, 13, 14, etc.

Would be great if this is possible

If you populate the range with "_" and then apply the validation, the range will retain the value. Then the user can select Billable or UnBillable. If you are trying to have both data and a formula in the cell, then you need VBA to do it.
