I'm trying to highlight an entire row green if Column E has a date. I'm not sure how to apply it to the whole row. I have tried varying formulas but nothing highlights consistently.

Select A2 and create this formula CF rule:
=$E2>1
Set your colour fill and then, in the Applies To box, type =$2:$1000 (make the range as deep as you need it to be). Save the rule.
All done!

It's working on the example data I made but when I put it in my worksheet some rows are highlighted when there is no date in Column E. Is there some invisible formatting or text in those cells? Please look at the "data" tab I added. This is copied straight from my actual workbook (it is desensitized).
Select the entire sheet and set fill to clear - you have some manual fills applied.
