Apply Conditional Formatting to Custom Range if Cell Value Outside Range is ____

I am working on an Excel dashboard that pulls in client information via lookups from another tab. This dashboard grades clients on 2 different programs. All clients belong to program #1 but not all clients belong to program #2. I am trying to see if I can "hide" program #2 info from clients only on program #1 through custom formatting...more specifically, if the value in attached spreadsheet cell B2 is less than 10, the custom range G2:H7 should be formatted with white text to become "invisible" (final product will be emailed PDFs). Can this be done? I'm not finding how to change values in a custom range like this...can someone please example in the workbook?

I should add I would prefer not to set up a macro for this. Multiple people on our team will be using this file and most (me included) have little macro experience.

select G2:H7. go to Home tab -> Conditional Formatting -> New Rule -> Use a formula to determine which cells to format -> Format values where this formula is true:
    =$B$2<10

press Format. go to Font tab and change color to white
