Macro or better solution to move data for formatting

For business needs, I receive a daily file of data that needs to be reorganized and I'm trying to find a faster way to do this.

In creating a macro, I was able to somewhat automate this, but can't figure out how to get the macro to loop to run through an indefinite amount of rows.

I'm essentially trying to pull a list of names out of a two rows and move them to columns on the same line. Any ideas of how to either do this differently or run a macro that could do this?
