Quarter Only View of Expenses

Here is what I am trying to do:
I have 4 blocks of boxes that represent the 4 quarters in the year.
What I want to do is show the quarter only view of the data. Example. In May I want block 1 to show the first three months of Q1 and the Quarter 2 block to show only the first two months of Q2 data.
The logic is set to 1 month ahead as the workbooks are updated a month after are incurred.

Here is what I have so far. I was thinking of using an IF AND, but not entirely sure how that would look.
Unfortunately the workbook is too large to attach and would take too long to scale back.

The picture show the plan column highlighted, its sort of the same formula as the actuals, and I will adjust accordingly.
