    Sum, if, sumif... Causing circular reference and not doing what I need it to do

    I have 3 columns that inter-relate.

    H = If I know how much operating money I have to staff a position
    I = the conversion factor for converting between operating and salary
    J = salary dollars

    Scenario 1: 1 know I need $1000.00 salary (J). To know how much operating money that will cost me (H) I "x1.27" (I) then I want it to add I and J together to complete H

    Scenario 2: I know I have $1000.00 operating money (H), and need to know how much salary that will give me (J) and I "/1.27" (I) then I need to add H and I to complete J

    I need both of these scenarios to be a choice in each row. Every combination of SUMIF and IF I use gets me a circular reference. Any ideas?
