VLOOKUP HLOOKUP MATCH confusion with 2 data points

Hi I'm trying to do a HLOOKUP and VLOOKUP to find a result, but cannot figure out the correct way.

    Please see attached example

I need to find the first number in row 2, then once that number is found, need to find a second number in that column, the final result should come from row H.

    Many thanks for your help.

Note that the number 37 in the index formulas refers to the size of the grid.
    Rule 1: Never merge cells
    Rule 2: See rule 1

    In B18

    =INDEX($H$3:$H$39,MATCH(B16,INDEX($I$3:$AS$39,,MATCH(B14,$I$2:$AS$2,0)),0))
