How can I create border around each and every active cell?
What is your definition of an active cell? There is usually only one.

Your description of use is still too vague.
did you want the border of cells with formula?
did you want the border to be removed if the cell is cleared?
You could use Conditional formatting but I would not suggest that if it really could be on any cell in A1:XFD1048576
