Index/Match multiple criteria but searching for matches in multiple columns

I am trying to find a match that meets multiple criteria, but it is searching a range and not just one column.

I tried making the formula an array, too, but it doesn't work.

Here is what I came up with:

***Update***
Nevermind, somehow it was changed to Manual Calculations. Auto fixed it now.

Any idea why this is happening? I put the formula into the sample sheet yesterday morning. It worked and yielded in a proper result.
Then in afternoon, I was working on a different workbook's formulas, now this formula results in #NUM! (screenshot attached).
When I calculate steps it just says all the variables are Div0!. But nothing has changed in the workbook, nor with the numbers?

I am finding this happening with different formulas in another workbook as well.

What do you suggest to do to fix it?

Does this formula return the first match or the smallest match? (because of #15 in the aggregate formula is 'smallest')

Because when I double check manually the result, is not greater than K or less than L, which is one of the criteria that it must meet.
