How to Export Row Data based on when value in columne is great that a preset value

I have a. table to list of departments and number of devices that are broken down from how long it has been since they checked in. I wanted to create a formula if the value in G is above a certain percentage in (B16)

it would list all the departments that are equal or above that value.

I had something like this but it doesn't return the correct values

Total Devices

Forumlae I used
=INDEX($A$3:$J$12,SMALL(IF($G$3:$G$12>=$B$16,ROW($A$2:$A$12)),ROW(1:1)),1)
