Compare and Count Entries

I am trying to work out a calculation that counts the number of entries from two separate sheets, compares them, and gives a final tally between the two. The lists are supposed to be redundant, so occasionally one catches an item the other doesn't. I need my final tally to include every item that passes through, but the items can cycle through, so it can't just be a count of unique items. Comparing and merging the columns may be a solid path forward, if that's possible. I thoroughly appreciate any help you can provide! I'm attaching a simple example of the goal.

The separate items from the two lists would be:

Which is a total of 13 items

In sheet 3 you have at the end

4 is missing.....and you count it in your list above, so I dont think the logic is well understood.

In sheet 2 you have only 11 items....
