Formula to select the row number based on a cell value

I am creating a registration sheet. However, I want to build in a waitlist option so those people do not get charged. I need a formula the selects the entire row number based on a cell value.

Example. I have data in 100 rows A1:A100. In cell B2 it would list the maximum number of people allowed, 75. I need a formula to would select the entire 76th row.

    Thank you

What do you mean by select? Do you want whatever is in A76 to be copied to another cell (i.e. B3) or you want that to become your active cell?

You can do that with Conditional Formatting
Select your expected maximum range (in my workbook, I used A1:Z100)
You can do this by typing it into the "Name" box (the small white box that contains your cell ID)
    Conditional Formatting> New Rule> Using a formula
    Formula: copy to clipboard
