Listing Ranked items, with multiples of the same rank

In the attached Workbook, L7 and L11 do not come up with answers.
This is because there are 2 items with the rank of 2(which causes L7 to be blank), and 2 items with the rank of 6(which causes L11 to be blank).

Is there a way around this? So that i can populate my whole list?

Not the easiest spreadsheet to follow but generally speaking it's simplest to make your Rank values unique... here given the duplication of column I'd perhaps look to use something like:

In the above we use the combination of ROW # + COLUMN # to make the Rank unique whilst maintaining a repeating integer for use later (eg 6.00502, 6.02002)

If you think the portion I made an example of is hard to follow, you should see the whole thing. Everytime I learn new formulas, I try and clean it up a little bit more.
