Not getting expected results from index match match

I have never used index match match before and I have been researching this for about 6 evenings, but I am at a loss.

The look up is based on H23 to search that column for the value listed in H26. D24 is the output that should be the same row as the data found by the value in H26. For example, column 5 looking for the closest value that is not more than 89 should give an output in D24 of 11. I think I am close, but I cannot get this to work.
