Cannot first-time poster attach file?

Just curious: can __everyone__ attach a file per the yellow banner at the top of the page? Or does the user need to have posted n times (10?) before he/she can attach a file?

I vaguely remember such a restriction. But I might be confused with something or somewhere else. Or the requirement might have been removed since the created the banner.
