Do those green spots above a responder's avatar still have any meaning? At one time, I thought that somehow they were related to rep points but now I'm not sure what they are related to.
I can't seem to find any information regarding them.

They represent the number of reputation points you have gained.
The dark squares are increments of 100 rep points and the light squares are increments of 200 rep points.
For each dark square you have 100 rep points and for each light square you have 200 repoints.
I currently have 5 dark squares and 5 light squares with 1424 rep points. If/when I get to 1500 rep points I will then have 5 dark squares and 6 light squares which looks like the most squares one gets.

Thank you Tony for that explanation. It makes sense to me. Perhaps your explanation should be added to the FAQ somewhere in the Levels area.
You're welcome!
