If so, how?
If not, is it possible to create a new username using the same email address as the one that this name is registered with?

Click on UserCP from the top menu and then you will find lots of things that you can change about yourself in the Settings panel (not sure about your Username, though).
Hope this helps.

I don't see an option to change my username, but I do see an option to change my email address. I wonder if this means I can change my email address to something else, then re-register using the email address that is currently showing.
If you change your email address then you will be sent an email to enable you to confirm that the new address is valid (I did it yesterday), so make sure it is one that you can use.
I don't know if there is a restriction on having two usernames which use the same email address - try it and see. Certainly there have been contributors in the past who have had more than one username, and that may still be the case - I don't know if their underlying email addresses were the same, though.
Hope this helps.

No, admin needs to do that for you. Send a PM to JBeaucaire and/or arlu1201
edit: If you create a 2nd user name, you will be asked to pick 1, and the other needs to be deleted
