attachment button doesn't work

I'm new to the forum and I can't attach an (Excel) file even to this message because when I press on the attachment little icon it creates an empty white (corrupted) rectangle.

I can't even attach an image because the upload form after I select the file shows no "upload" or "ok" button.

I tried on Chrome v52 and IE v11.

The paper clip icon does not work for attachments. Instead, under the text box where you type your reply click the Go Advanced button. On the next screen scroll down and click on Manage Attachments, which will show a pop-up window to Select and Upload a file. Then close the window.
