    Hi,

    sorry, in russian, but math is the only language we have
    data: AC=12, CB=5, OC=0.5 (radius), so CB=13 and cosCAB=12/13
    need to find NQ (radius).
    solution - 2.
    But it cannot be so
    because for incircle radius according to r=(a+b-c)/2 we have 2 for ABC.
    and possible triangle for our incircle (center in Q) is smaller. And radius must smaller then 2.
    Isn't it?
    BTW, I cannot find a strict way to draw it

    Your diagram indicates that NQ = CH = 2*OC. Therefore, since OC = .5, NQ = 1

    it is just a drawing, not in scale
    I meant to write (mentally) a kind of an instruction:
    1 mark a dot on a side
    2 construct a line perpendicular
    or
    draw a circle with radius

    and so on

    found it!
    The authors first made a incircle for initial triangle with radius 2, then made a circle with radius 0.5.
    in order to disorient anybody
    the drawing was made for general case
