Unfortunately I haven't gotten around to sitting the Microsoft Excel 2016 Expert exam.
As Excel is now in latest version 2019, is a new test likely to follow shortly? I'd be keen more to wait for the new test to come out than sit right now.
How long does it usually take for testing/certification to follow new versions of Excel?

I'm afraid I don't know. Just get in touch with Microsoft in whatever way you can and ask them to guide you to the correct contact address.
I've been looking into it myself and according to the Pearson training site the Office 365/2019 exams for Excel will be available in June.
