Help on describing how some codes works

Would someone please advise where is the appropriate place to place some VBA
code to ask what each step of the code is doing by the Green comments at the
end of each line.

Without having to put a file up..

You'd need to quote the code, but that can be done within code tags in your post.

HOWEVER, if the code is extensive, then you might wish to consider Commercial Services, where you can offer payment for someone's time.
