    What, not the King's English?
Not being from Witchita, I'll take a crack at it
Based on the time of year, the "tournament" is the NCAA College Basketball tournament appropriately nicknamed as "March Madness"
"Chalk" and "shockers" are respectively nicknames for "Witchita State" and people who attend W.S.

They have Google over the pond, don't they? Of course, it's Google.co.uk or something silly like that, but it still works.

NCAA = National Collegiate Athletic Association, to which most colleges and universities with athletic programs belong. There's divisions (Division I, II, III, etc.) usually based on the size of the college and athletic offerings - Division I being the largest.
