Yellow note

As there was yellow note now (so was the other like Android market, now for shutdown etc)...
Would be usefull to put some for new users that will shortly warn them how to open new thread?

I mean for all users, but you can close it...

I forgot to mention : Do not open duplicated post.

I think this would make next changes:
- Less warnings to the users
- Faster answer (due to propper title)
- Waisting less mods time

I would agree to it as well, but may be we should find a way to show it only to new users who are 1-2 months old ? Or may be initially show it to every one and then show selectively.. ?

I don't know what are the forum options by that matter:

- Everyone get it once (and disappear after you close it)
- Everyone get it once at month (although there is no much users that open one thread and then came back after few months)
- Everyone get it once but you can't close it if you don't have at least 3 opened threads or month old in the forum

Anyone with other ideas...

Yes... this will help a lot in terms of consistency and will speed up the answering..

Maybe we can keep a limit - Those users who have been a month old or less than 20 posts should see the note. No option to close it.
