Maybe the extra closing parenthesis in the middle is causing the issue?
try:
=COUNTIFS(SSNIDT,$A3,ED,">="&Today()-365,DC,"11",PAY,"U")

I think you need to check the structure of COUNTIFS
=COUNTIFS(range1, criteria1, range2, criteria2,...)
So, something like:
=COUNTIFS(A:A,">="&Today()-365),B:B,"ED")
