I have inherited a Word document that somehow has a link to a spreadsheet that updates every 10 minutes or so.
The attached image shows that a small Excel window pops up periodically (about 10 minutes cycle), whether or not Excel is open.
It displays the text linking to the file, and then closes.
I've tried removing all the links in the word document but can't figure out where the link is to break it.
There are no macros in the document.

Go to File>Info. In the lower right corner you'll see 'Edit links to files'. Click on that and choose a link you want to break, then click 'Break Link'.

Yep, done that. Break all the links, which doesn't get rid of them, but changes the source file to NULL.

You should now find that your chart objects no longer update when the workbook data change.
Maybe not but that's not the issue, I have an Excel window that opens on top of my other windows, says it is linking to a file and then closes.
Your screenshot shows two Excel windows, not a Word window overlaid with an Excel window. It's not apparent, therefore, that this has anything to do with your Word document's content; maybe the process is being drive from Excel.
If you care to attach the problem document to a post with some representative data (delete anything sensitive), I'll take a look at it. You can do that via the 'Manage Attachments' link on the 'Go Advanced' tab at the bottom of this screen.
As in my original post, this pop-up window opens whether or not Excel is open.

Links between Word and Excel don't cause an Excel window to open upon refreshing, either. Try saving your Word document in the docx format; if you get a warning about 'The following cannot be saved in a macro-free document', that means there is at least one macro in your document, your previous comments notwithstanding.

No macros present, and I've checked in the VB editor.
I've not seen this before where a pop-up window opens like this and have used many word and excel documents with links between them in the past.
Did you do the save in the docx format as I suggested?
Yes i did, no warning message.
And does the docx file exhibit the same update behaviour?
Also, have you checked the document's template for code that might be causing the behaviour?
Not at the moment, but at the same time I am updating the contents of the document, ie. deleting and copying new charts from Excel. It could be possible that I solved the problem by removing an offending chart.
Is it possible that pasting in a chart using a certain method could cause the problem? (As I said this Word document was managed by someone else - no longer with the company).
Yep, no longer have the issue, so I think it may have been one of the charts I've now replaced.
