Do I have to do a) Define New List Style o b) Define New MultiList Style
to apply Heading 10, 11, 12...?

I'm not sure why you keep asking for 10, 11, and 12? Have you already been thru Heading levels 1 - 9? You can create all sorts of New List Styles, but when it comes to the MultiList, it's pre-built to 9 levels.
