Sounds easy but.... printable dots in empty parts of document

Sounds like a super easy challenge but.. Word can show non printable dots as spaces. Any ideas how to fill the documents ( such as legal documents) with printable dots or hypen sign in all empty parts of document?

Found two possible solutions:

1. Quick parts with dots for fill full line with dots.
2. A Dot Leader Line with tab.

Any other ideas?
