Unhappy conditional formatting to highlight a # greater than 10 numbers above a changing base #

i am creating a chart to determine the number of tasks completed by employees. one comlumn has the number of tasks performed. next column is minimum number of tasks expected. i want to use conditional formatting to highlight in green if the number of tasks performed is 10 above the min required or red for 10 below the min required. if the number is within 10 above or below min required than no formatting is needed. numbers in both columns change daily so i cant base it off of one general number.

    i am using 2013

    i attached a sample spreadsheet

For the Green (min + 10)
Select B2:B9 and click on Conditional Formatting, New Rule, Use Formula... and enter this formula and format fill as Green
    Formula: copy to clipboard
