Go To Page 1 option goes to wrong page

I have a document with a title page, a table of contents page, and then the actual content technically starts on page 3.

However I set up the footer to start to count on page 3 (as page 1), so the technical page 3 is labeled as page 1.

When I choose to go to a specific page number, it goes to the correct page based on the page label. However it does not work when I choose to go to page 1. If I go to page 1, it takes me to the table of contents page instead of the page labeled as page 1.

Basically, it seems to think that the TOC page is page 1.

I've tried all sorts of adjustments to make it work, but no luck. Anyone know what the problem could be?

What process are you using for "choose to go to a specific page number"? What are the "all sorts of adjustments to make it work"?
