How to set "Read Only Users"

Hello everyone,

I set one of the users as a "Read Only User". The situation is that when he choose one of the forms to produce one of the reports,

the form opens without the combo boxes, the image, the label and commnad buttons. I tried to solve the situation giving permission to this form through "User and Group Permissions" but it did not work. He does'nt have problem with the addition or editing forms.

How can I solve this situation?
