Can I create a price / quote calculator for the products in my website or on my pc as exe file?

I need the users to select from the product list name and variations or colors / Square area and the form should add the values , Quantity

Yes, the list must have the cost on it, when the user picks it , it brings product and cost to the shopping cart.
When they change QTY, the query that shows the cart must refresh, to recalc [cost]*[Qty].
