Times Pivot Chart

Hi Everyone,
I am trying to create a pivot chart that show the average response times in hour but for some reason my charts looks not right. The axis show a max of 1 but the graph itself showed us up to 17. I think easier to explain if I attached the worksheet. Thanks for your help.

Time is a fraction of 1 day. 1/24 = one hour.

Thanks Andy, Now i understand that 1 = 24 hours
