The whole file should look like the first 15,16 rows. What is the fastest way that can be done?

So, describe the logic as to what was needed to process the data.
Once you have that I would probably automate it with some VBA but there might be some easy ways to do it natively in Excel, depending on what you are trying to accomplish.
