Recreating a Graph with Two Column Description

So, I am trying to recreate this graph:

I have made my own version of the data here:

New Graphs.txt

And my best result so far is

What I can't seem to figure out is how to:

1.) Move the Age Column into the Legend
2.) Turn the text in the level of education so that it's right side up.
3.) How to get the different colors?

Any thoughts or suggestions would be incredibly helpful. I'm not even sure I've labeled this problem correctly.
