How do I create a Graph in Excel like this?

stacked column with series lines. Additional labelling above columns can be done using 3 line series showing data label of series name

create stacked column chart using all data. Switch row/column to get 3 categories and 5 series.

change chart type of series 3,4 and 5 to line.
select series 1 and via Layout tab add Lines > Series Lines. Format lines to be dashed.

apply data labels. for the line series change to position above and display series name rather than value.

add axis title to vertical axis to provide more text labelling.
