How to create histogram with unequal steps on y-axis, starting with 0 (followed by "jump")

Hi,

I want to create a histogram in Excel 2013 where the intervals on the y-axis are not equal. To be more precise, the y-axis should start with 0, then "jumps" to another value and from that value on the distance between each point should be equal.

To make the diagram perfect, is it also possible to add the two lines which cross the y-axis (to indicate that there is this huge "jump")?

It's a little bit embarrassing that I don't know the answer because I've created the diagram above with Excel 2003 several years ago. Unfortunately I cannot remember how I did it and I couldn't find any resources online (or maybe I just searched for the wrong terms).
